Assistance Program

SPAY/NEUTER ASSISTANCE PROGRAM FOR CATS

The Spay/Neuter Assistance Program (SNAP) is a program offered by your SPCA to help low-income residents of Luzerne County with the cost of spaying/neutering their indoor house cats.  Dogs are not covered by this program.  In order to qualify you must be able to provide proof of assistance one of the following ways:

  • Have an Access Card?  We need a copy of your dated Award Letter.
  • Receive help from LIHEAP?  We need a dated utility receipt showing LIHEAP assistance
  • On SSD/SSI?  We need a copy of your dated Award Letter.
  • Have a PACE card?  We need a copy.
  • Have a WIC card?  We need a copy.
  • On Medicaid?  We need a copy of your Medicaid card.
  • Low Income?  We need proof of income and household size.

Applicants must call 570-824-4172 and speak to the plan administrator to register cat(s).  If you qualify, based on the above criteria, you will be asked to provide basic information on your cat(s).  You will then be required to send in the proof of assistance listed above along with a money order to cover your cost ($20 for each female and $15 for each male).  Once we have received your money order and proof of assistance you will be sent a certificate and a list of participating veterinarians with whom you can make an appointment for the surgery. 

The SPCA pays the balance of all charges.  Through this program we spay/neuter over 500 cats per year, significantly helping to reduce the cat overpopulation problem in our county.

Make your check payable to Spay/Neuter Assistance Program, and send it to SPCA of Luzerne County, 524 East Main Street, Wilkes-Barre, PA  18702.  Your donation is tax deductible and every penny goes directly to help the cat of a local family.
